Meet Justin
Justin Perry is a cancer biologist and immunologist who has spent the last two decades working to understand and find cures for some of humanity’s worst diseases.
More importantly, Justin is a husband and father to three boys, with a girl on the way. It is his dedication to his family and the community they live in that led him to run for office. He is running not for a career in politics, but because he wants to fight to protect the things that make Connecticut’s small towns so great.
Justin believes the 25th District, and Connecticut more broadly, is in desperate need for fresh ideas and people from different backgrounds to compete with the long-running political establishment. As a scientist, Justin is used to people telling him no and having to fight for what he believes is right. He is committed to fighting for the families, small businesses, and communities throughout Connecticut’s 25th District.
“When we were looking at towns to settle down in, we considered all of the usual places. But there was just something about Connecticut that reminded us of where we grew up in Alaska. The vibrant coastal life, the small-town community feel, the access to wonderful local New England-style food. We knew we had found home. Issues

Reduce energy costs
CT has the second highest energy costs in the country. This is simply unacceptable. As Senator, Justin would fight to reduce energy costs for everyone, not just for people who can afford expensive systems like solar. This includes:
1. Expand natural gas supply, including reopening the Killingly, CT plant and building the Constitution Pipeline.
2. Eliminate the public benefits charge, focusing on programs like the EV charging and Intervenor programs. For necessary programs, fund them through the normal, accountable, budget process.
3. Ban State-approved long-term energy contracts that are priced far above the free market rate.
4. Allow all forms of energy to compete fairly, including cutting ratepayer-funded subsidies for inefficient renewable energy projects, end the Renewable Portfolio Standard, and allow towns to pursue safe, nuclear small modular reactors.
Protect our communities
In Norwalk, the historic Fodor Farm features several wonderful community gardens. These gardens, like so many other gardens and farms across the state, are a wealth spring of knowledge and experience. Imagine if, one day, people from upstate started to tell the gardeners at Fodor Farm how they should operate? When we say “local control”, we don’t mean we want to put up walls or keep people out, we mean that the people who live in a community know what is best for their community, including how it should grow. As Senator, Justin will defend the 25th from top-down laws that threaten our communities by:
1. Pursuing local zoning solutions and resisting top-down mandates that lead to the overwhelming of public services.
2. Expand the definition of “affordable housing” to include housing people of modest means can afford, not just housing that receives State or Federal subsidy. This change will prevent some of the most egregious aspects of 8-30g that lead to overdevelopment.
Support education & public safety
Education and public safety in CT are experienced very differently by its citizens across the state. This is especially true for the citizens in the 25th District. As Senator, Justin will fight for policy that benefits the 25th District, something that the current Senator seems to have forgotten to do.
1. Education Cost Sharing (ECS) formula needs to be completely revamped, if not entirely replaced. As it stands, it leads to the schools in the 25th District getting 2- to 3-fold less money than similarly situated schools across the state.
2. Achievement Gaps. The students in schools in CT, including in the 25th District, are not coming out of schools prepared for the real world. For instance, reading and math proficiency levels hover around 25%. Such a challenge is not easily solved, but we have seen states facing greater challenges turn it around. For instance, Mississippi, through its The Literacy-Based Promotion Act and other programs focused on literacy and accountability, went from the worst state in the US on education to one that is admired.
3. Charter Schools and School Choice. Because of the way CT approves and funds Charter schools, the 25th District has only one compared to other districts that have multiple. Why does this matter? It matters because Charter schools, including the one in the 25th, often perform better than public schools. As Senator, Justin would advocate for rectifying this policy and give the families of the 25th District more choice in their family’s education.
Support local businesses
Businesses both small and large are suffering in CT. Those that can afford it are leaving, and those that cannot simply close. This is felt especially hard in the 25th District. As Senator, Justin will work to pass new laws that support the creation and growth of businesses, and perhaps more importantly, Justin will fight to repeal current laws that punish businesses in CT. Including:
1. CT’s business environment is highly structured, compliance-heavy, and costly, which can make starting and running a business nearly impossible. This includes overly complex entity formation and registration laws and punishingly strict annual compliance deadlines.
2. Repeal unnecessary licensing and permit laws, including overwhelming industry-specific licenses. This is especially hard on small businesses that have to navigate multiple state and local permits, a process which is time-consuming and costly.
3. Lower taxes and operating costs. CT is the only U.S. state with both estate and gift taxes. Add in sales tax, use tax, high minimum wage, paid sick leave, unemployment insurance, and countless other obligations, and the tax and compliance load becomes unbearable. This leads to fewer companies who can hire, and existing companies hire fewer people.

The 25th District has been represented by one person for more than 20 years. He cares about his own interests, not the interests of the District. It’s time for a change.
